Internationally, the concept of “green-collar” professionals has been widely discussed, encompassing areas such as environmental protection, decarbonization, and social equity. However, no unified definition has yet been established. To align with global trends and support Taiwan’s 2050 Net-Zero Emissions Goal, the National Environmental Research Academy (NERA), in collaboration with the Chinese Institute of Environmental Engineering (CIEnvE), reviewed international literature and defined Taiwan’s “green-collar professionals” as follows: Professionals working in fields such as pollution prevention, resource circulation, green energy, net-zero carbon reduction, and sustainable development, who possess core competencies including systems thinking, collaborative communication, problem-solving, and civic engagement. Green-collar professionals are not only practitioners and enablers of the green transition, but also key actors guiding society toward a net-zero future.
